Abstract [FR]<\/strong><\/h4>\n

La d\u00e9cision d\u2019introduire un nouveau vaccin dans le programme \u00e9largi de vaccination\u00a0\u00a0 a \u00e9t\u00e9 une opportunit\u00e9 pour nous d\u2019\u00e9tudier les d\u00e9fis logistiques li\u00e9s \u00e0 l\u2019introduction des nouveaux vaccins dans la vaccination de routine. En effet il existe une prise de conscience de l\u2019impact d\u2019une mauvaise organisation logistique sur l\u2019introduction des nouveaux vaccins dans le PEV de routine.<\/p>\n

L\u2019introduction des nouveaux vaccins en octobre 2013 au Burkina Faso, a offert, l\u2019occasion au service de la logistique du PEV d\u2019\u00e9laborer un plan logistique dans le sens de prendre en compte, la pr\u00e9vision ou l\u2019estimation des besoins en vaccins et consommables, l\u2019organisation de la distribution des vaccins anti-pneumocociquePCV-13 et du vaccin anti-rotavirus (Rota) sur toute l\u2019\u00e9tendue du territoire national, l\u2019enregistrement des mouvements de stocks, l\u2019utilisation des vaccins sur le terrain. Les actions men\u00e9es par le service logistique contribuant \u00e0 la mise en \u0153uvre de l\u2019introduction du PCV-13 et du Rota dans la vaccination de routine \u00e9taient multiples :<\/p>\n

• L\u2019organisation pr\u00e9alable de l\u2019\u00e9valuation de gestion efficace des vaccins (GEV)<\/li>\n
• L\u2019inventaire exhaustif de la chaine de froid ;<\/li>\n
• Elaboration du plan logistique de la campagne et de l\u2019introduction des nouveaux vaccins<\/li>\n
• Elaboration du plan de distribution ;<\/li>\n
• Elaboration de l\u2019\u00e9tat de r\u00e9partition des vaccins par r\u00e9gion et par district ;<\/li>\n
• Elaboration du chronogramme de sortie de ravitaillement.<\/li>\n<\/ul>\n

  La mise en \u0153uvre du plan logistique en cours qui intervient dans le cadre de l\u2019introduction des nouveaux vaccins devrait contribuer \u00e0 satisfaire les six bons de la fonction logistique \u00e0 savoir acheminer les vaccins de qualit\u00e9 et en quantit\u00e9 suffisante dans les conditions de temp\u00e9rature requise pour la conservation des produits, dans les meilleurs d\u00e9lais pour la campagne au niveau des r\u00e9gions et districts sanitaires. Tout cela en assurant le transport des vaccins \u00e0 moindre co\u00fbt. Cependant, plusieurs difficult\u00e9s ont \u00e9t\u00e9 relev\u00e9es par les logisticiens, au niveau de la direction de la pr\u00e9vention par les vaccinations parmi lesquels on peut citer :<\/p>\n

  \n
  • Les v\u00e9hicules de transport ne sont pas adapt\u00e9s pour la distribution des vaccins ;<\/li>\n
  • Le conditionnement des vaccins dans les cartons li\u00e8ge (isothermes) est insuffisant ;<\/li>\n
  • Les ressources humaines pour la manutention est insuffisante ;<\/li>\n
  • Les chauffeurs et les manutentionnaires ne sont pas form\u00e9s sur l\u2019organisation de la distribution et conditionnement des vaccins.<\/li>\n<\/ul>\n

    Malgr\u00e9 les \u00e9normes efforts consentis pour la distribution des nouveaux vaccins (le PCV-13 et le Rota), il est urgent que tous les vaccins soient achemin\u00e9s aux niveaux des d\u00e9p\u00f4ts de r\u00e9gions et de districts dans les conditions de temp\u00e9ratures requises (+2 et +8\u00b0C).<\/p>\n

    On retiendra que, 557 900 doses de PCV-13 et 410 075 doses de Rota ont \u00e9t\u00e9 transport\u00e9es vers les b\u00e9n\u00e9ficiaires. Par ailleurs, le syst\u00e8me de transport a souffert \u00e0 cause de la fiabilit\u00e9 des v\u00e9hicules utilis\u00e9s.<\/p>\n

    Abstract [EN]<\/strong><\/h4>\n

    The decision to introduce a new vaccine into the expanded program on immunization was an opportunity for us to study the logistical challenges associated with introducing new vaccines into routine immunization. Indeed, there is an awareness of the impact of poor logistical organization on the introduction of new vaccines into the routine EPI.<\/p>\n

    The introduction of the new vaccines in October 2013 in Burkina Faso gave the EPI logistics department the opportunity to develop a logistics plan to take into account the forecasting or estimation of vaccine and consumable needs, the organization of the distribution of pneumococcal vaccine (PCV-13) and rotavirus vaccine (Rota) throughout the country, the recording of stock movements, and the use of the vaccines in the field. The actions carried out by the logistics department contributing to the implementation of the introduction of PCV-13 and Rota in routine immunization were multiple:<\/p>\n

    \n
    • Prior organization of the Effective Vaccine Management (EVM) assessment;<\/li>\n
    • The exhaustive inventory of the cold chain;<\/li>\n
    • Development of the logistical plan for the campaign and the introduction of new vaccines;<\/li>\n
    • Development of the distribution plan;<\/li>\n
    • Preparation of the vaccine distribution status by region and by district;<\/li>\n
    • Drawing up the supply release schedule.<\/li>\n<\/ul>\n

      The implementation of the current logistics plan, which is part of the introduction of the new vaccines, should help to satisfy the six logistical function vouchers, i.e., to deliver quality vaccines in sufficient quantity and under the temperature conditions required to preserve the products, as soon as possible for the campaign in the health regions and districts. All this while ensuring the transport of vaccines at the lowest cost. However, several difficulties have been noted by the logisticians at the level of the Directorate of Prevention through Immunization, including the following<\/p>\n

      • The transport vehicles are not suitable for distribution the vaccines;<\/li>\n
      • The packaging of the vaccines in cork boxes (isothermal) is insufficient;<\/li>\n
      • The human resources for handling are insufficient;<\/li>\n
      • Drivers and handlers are not trained in the organization of vaccine distribution and packaging.<\/li>\n<\/ul>\n

        Despite the enormous efforts made for the distribution of the new vaccines (PCV-13 and Rota), it is urgent that all the vaccines be transported to the regional and district depots under the required temperature conditions (+2 and +8\u00b0C).<\/p>\n

        It should be noted that 557,900 doses of PCV-13 and 410,075 doses of Rota were transported to the beneficiaries. In addition, the transport system suffered because of the reliability of the vehicles used.<\/p>\n
