L\u2019objectif de cet article est de comprendre le r\u00f4le que le syndicat de l’autorit\u00e9 contractante est appel\u00e9 \u00e0 jouer dans l\u2019\u00e9laboration et la mise en \u0153uvre d\u2019un projet par le m\u00e9canisme de Partenariat Public-Priv\u00e9 (PPP). Le m\u00e9canisme PPP, rappelons-le, est un contrat entre une autorit\u00e9 contractante et une entreprise priv\u00e9e. Nous avons utilis\u00e9 une posture \u00e9pist\u00e9mologique interpr\u00e9tativiste et une m\u00e9thodologie qualitative. Nous nous sommes bas\u00e9s sur le cas sp\u00e9cifique d\u2019un projet PPP en cours au Burkina Faso, en l\u2019occurrence la construction de l\u2019A\u00e9roport de Donsin. Notre recherche nous a permis de savoir que pour sa r\u00e9ussite, le contrat PPP doit tenir compte des int\u00e9r\u00eats de l\u2019ensemble des parties prenantes de l\u2019autorit\u00e9 contractante y compris ceux du syndicat. Le peu d\u2019importance accord\u00e9 au r\u00f4le des partenaires sociaux ont entrain\u00e9 de grands retards dans l\u2019ex\u00e9cution des projets PPP. Cela confirme notre hypoth\u00e8se de d\u00e9part qui est que \u00ab\u00a0la non prise en compte des int\u00e9r\u00eats du syndicat de l\u2019autorit\u00e9 contractante pourrait conduire \u00e0 l\u2019\u00e9chec d\u2019un projet PPP\u00a0\u00bb. Toutefois, la construction de l\u2019a\u00e9roport de Donsin pose la probl\u00e9matique du r\u00f4le que doit jouer les partenaires sociaux dans l\u2019\u00e9laboration et la mise en \u0153uvre d\u2019un projet PPP. Bien que la r\u00e8glementation en la mati\u00e8re recommande de consulter les partenaires sociaux et qu\u2019ils soient bien associ\u00e9s \u00e0 l\u2019ensemble du processus, des pr\u00e9occupations r\u00e9siduelles remettent toujours en cause la bonne ex\u00e9cution des ouvrages selon le m\u00e9canisme PPP. Notre travail a r\u00e9v\u00e9l\u00e9 que le caract\u00e8re \u00ab\u00a0gagnant \u2013 gagnant\u00a0\u00bb d\u2019un projet PPP fait partie des factures cl\u00e9s de succ\u00e8s qu’il faut consid\u00e9rer dans les contrats PPP.<\/p>\n
\u00a0<\/strong>Mots cl\u00e9s\u00a0:\u00a0 <\/strong>Projets, Partenariat public-priv\u00e9, convention, syndicats, Donsin, Burkina Faso<\/p>\n The objective of this article is to understand the role that a Syndicate of the contracting authority has to play in the development and implementation of a the Public-Private Partnership (PPP) Project. The PPP mechanism is a contract between a contracting authority and a private company. For that article, we used an interpretivist epistemological stance and a qualitative methodology. We are based on a specific case of an ongoing PPP project in Burkina Faso about the construction of Donsin Airport. Our research has allowed us to know that for its success, the PPP contract must take into account the interests of all the stakeholders of the contracting authority, including those of the Syndicate. The lack of importance given to the role of Syndicate has led to major delays in the execution of PPP projects. This confirms our initial hypothesis which is that \u201cfailing to take into account the interests of the contracting authority Syndicate could lead to the failure of a PPP project\u201d. However, the construction of Donsin airport raises the issue of the role that social partners must play in the development and implementation of a PPP project. Although the regulations in this area recommend consulting the social partners and that they are well involved in the entire process, residual concerns still call into question the proper execution of the works according to the PPP mechanism.
