La d\u00e9t\u00e9rioration de l\u2019environnement, menace de plus en plus la base, et les processus des ressources naturelles, dont d\u00e9pend toute forme de vie sur terre. Le projet du PNKB, \u00e9labor\u00e9 et ex\u00e9cut\u00e9 en 2003, \u00e9tait ax\u00e9 sur l\u2019avenir de l\u2019environnement mondial, et prenant en compte, l\u2019\u00e9tendue et la diversit\u00e9 des probl\u00e8mes.<\/p>\n
Dans le pr\u00e9sent travail, nous avons utilis\u00e9 la m\u00e9thode juridique sous ses volets ex\u00e9g\u00e9tique et casuistique qui a \u00e9t\u00e9 appuy\u00e9e par les techniques d\u2019observation simple, d\u2019interview, d\u2019entretien, documentaire. Ensuite, nous avons fait usage de l\u2019analyse documentaire, qui nous a aid\u00e9s \u00e0 passer assez de temps \u00e0 exploiter diff\u00e9rentes publications\u00a0; une s\u00e9rie de questions \u00e9crites a \u00e9t\u00e9 \u00e9labor\u00e9e pour la prise en compte de tous les aspects du probl\u00e8me pos\u00e9.\u00a0 Nous avons proc\u00e9d\u00e9 \u00e0 une technique d\u2019interview qui nous a permis d\u2019\u00e9changer assez librement et de mani\u00e8re d\u00e9tendue avec les agents du PNKB et ceux de l\u2019Agence Congolaise pour la protection de l\u2019environnement. Enfin, le traitement des donn\u00e9es a \u00e9t\u00e9 rendu possible gr\u00e2ce \u00e0 l\u2019analyse syst\u00e9matique du contenu et \u00e0 la statique descriptive.<\/p>\n
S\u2019agissant des grands r\u00e9sultats obtenus, il sied de signaler que les aires congolaises en g\u00e9n\u00e9ral et le PNKB en particulier, sont mal prot\u00e9g\u00e9es, outre, la gestion des aires prot\u00e9g\u00e9es en RDC en g\u00e9n\u00e9ral et pour le PNKB, n\u2019est pas respect\u00e9e par la population riveraine. Nous avons constat\u00e9 l\u2019existence et la r\u00e9currence des conflits entre le PNKB et le peuple autochtone ou les pygm\u00e9es. La pr\u00e9conisation des m\u00e9canismes devant aider l\u2019Etat congolais et la population riveraine en vue de la protection des esp\u00e8ces rares et des aires prot\u00e9g\u00e9es s\u2019av\u00e8re \u00eatre importante.\u00a0 Enfin, nous remarquons qu\u2019il a bien \u00e9videmment les cons\u00e9quences notables li\u00e9es de la destruction des \u00e9cosyst\u00e8mes \u00e9tant donn\u00e9 que la vie humaine d\u00e9pend dans sa large mesure de l\u2019environnement.<\/p>\n
En somme toute, nous avons constat\u00e9 que la mauvaise gestion des espaces faunistiques est li\u00e9e \u00e0 l\u2019ignorance et la non applicabilit\u00e9 des instruments juridiques nationaux et internationaux aussi bien par le peuple autochtone et que les populations riveraines d\u2019une part, et ainsi l\u2019Etat Congolais d\u2019autre part. Ainsi la traduction et la vulgarisation de ces instruments en langues locales et dialectes, ainsi que leur stricte application, sont des voies mieux indiqu\u00e9es pour la bonne gestion des aires prot\u00e9g\u00e9es en g\u00e9n\u00e9ral et le PNKB en particulier.\u00a0 Il en est de m\u00eame de l\u2019implication de l\u2019Etat Congolais dans la sensibilisation et la conscientisation de la population riveraine dans la protection des \u00e9cosyst\u00e8mes, et l\u2019application des sanctions s\u00e9v\u00e8res aux r\u00e9calcitrants, qui restent l\u2019une des solutions de la gestion efficace de toutes les aires prot\u00e9g\u00e9es en g\u00e9n\u00e9ral et le PNKB en particulier.<\/p>\n

The PNKB project, drawn up and implemented in 2003, focused on the future of the global environment, taking into account the scope and diversity of the problems.<\/p>\n In the present work, we used the legal method in its exegetical and casuistic aspects, supported by the techniques of simple observation, interview, documentary. Next, we made use of documentary analysis, which helped us to spend enough time exploiting various publications; a series of written questions was drawn up to take into account all aspects of the problem posed.\u00a0 We used an interview technique that enabled us to exchange views freely and in a relaxed atmosphere with PNKB and Congolese Environmental Protection Agency staff. Finally, data processing was made possible by systematic content analysis and descriptive statics.<\/p>\n With regard to the major results obtained, it should be pointed out that Congolese areas in general, and the PNKB in particular, are poorly protected, and that the management of protected areas in the DRC in general, and of the PNKB in particular, is not respected by the local population. We noted the existence and recurrence of conflicts between the PNKB and the indigenous people or pygmies. It is therefore important to recommend mechanisms to help the Congolese government and the local population to protect rare species and protected areas.\u00a0 Finally, we note that there are obviously significant consequences linked to the destruction of ecosystems, given that human life depends to a large extent on the environment.<\/p>\n In short, we have observed that poor management of wildlife areas is linked to ignorance and non-applicability of national and international legal instruments by both indigenous peoples and riparian populations on the one hand, and the Congolese state on the other.
